The Mishnah rules [Meg. 4:1-2] that three persons read the Torah on Sabbath afternoons, on Mondays, and on Thursdays; four on chol hamoed [the intervening days – other than the Saturday of the festivals, i.e. Passover and Tabernacles] and on the new moon; five on a festival Sabbath; six on the Day of Atonement; and seven on a Sabbath [Saturday] morning.
Verbal tallying[5] is used to connect the Torah to the Ashlamata. The connection between the Torah seder and the Ashlamata, though seemingly strictly verbal, is in addition eschatological. The messianic kingdom, rather than the related contents of the Torah lesson, is the dominant theme of the Ashlamata.
This schedule illustrates the bi-modality of the Torah readings and also of the year, by juxtaposing the first 3 ½ years with the second 3 ½ years fitted to the shmita cycle. This juxtaposition was done to cause each triennial cycle to line up on a month-by-month basis which illustrates that Nisan 1 coincides with Tishri 1. Several other coincidences include: Tu B’Shevat and Tu B’Av, Vernal equinox aligns with the autumnal equinox, Passover aligns with Succoth, the flood aligns with Lag B’Omer, the fast of Tammuz coincides with the fast of Tevet, the 25th of Adar aligns with the 25th of Elul, etc.
The beauty of this system is that everyone knows which year to begin each of the triennial cycles because we all begin just before Tishri in the first year of the shmita cycle.
Prof. Shlomo Naeh (Tarbiz 67 [5758]) proposed that the order of the Torah reading in Eretz Israel was fixed. According to him, the determining factor was that they finished reading the Torah twice every seven years. We agree with Prof. Shlomo Naeh.
Like a sphere with two poles, the Jewish year has two “heads” or primary points of reference, each of which is equally its beginning. Our annual journey through time is actually two journeys—a Tishri-to-Elul journey, and a Nisan-to-Adar journey. Every day on the Jewish calendar can be experienced on two different levels, for it simultaneously exists within these two contexts.
(For example: in the Tishri-to-Elul year, Yom Kippur is the climax of the Ten Days of Repentance that begin on Rosh HaShanah; on the Nissan-to-Adar calendar, Yom Kippur is the second “giving of the Torah,” culminating a 120-day process that begins on Shavuot. In the Tishri-to-Elul year, the seventh day of Passover is the cosmic “birth of the souls,” following their “conception” on Shemini Atzeret, the eighth day of Sukkot; in the Nissan-to-Adar year, Passover is the first festival, commencing a cycle that culminates in Purim, “the last miracle” and the final frontier in our quest for connection with G‑d.)

The Torah is split into 54 Torah portions (Parshiyot) for the annual Torah cycle, and we usually read one Torah portion each Shabbat. However, there are 14 Parshiyot that, depending on the year, can potentially be paired together, so two Torah portions would be read on that Shabbat.
The seven pairs are as follows:
• Vayakhel (Exodus 35:1–38:20) and Pekudei (Exodus 38:21–40:38)
• Tazria (Leviticus 12:1–13:59) and Metzora (Leviticus 14:1–15:33)
• Acharei (Leviticus 16:1–18:30) and Kedoshim (Leviticus 19:1–20:27)
• Behar (Leviticus 25:1–26:2) and Bechukotai (Leviticus 26:3–27:34)
• Chukat (Numbers 19:1–22:1) and Balak (Numbers 22:2–25:9)
• Matot (Numbers 30:2–32:42) and Masei (Numbers 33:1–36:13)
• Nitzavim (Deuteronomy 29:9–30:20) and Vayelech (Deuteronomy 31:1–31:30).
In order not to have the curses read in close connection to the actual festival, [and thus, a prosecuting angel might prosecute the Jewish people (Levush, Orach Chaim, 428:4),] we read another portion of the Torah to separate between the curses and the festival. Therefore, we read the portion of Nitzavim before Rosh Hashana, and the portion of Bamidbar before Shavuot. (Tosfot, S.v. Kelalot, Megillah ibid.)
The three Parshiyot of Pinchas, Matot and Masei, speak of the promise to the Jewish people that they will receive the Land of Israel as their land Therefore, the Sages wanted these Parshiyot to be read in “the three weeks” (i.e., the time of year when the Jewish people mourn the destruction of the Temple), as consolement to the Jewish people, as a reminder that they will once again be in the Land of Israel. Additionally, Parshat Pinchas speaks of the Jewish festivals, and these days of the three weeks will eventually - in the messianic era - be added as a time of festival and celebration (Bnei Yissachar, Ma’amar Chodshei Tammuz Av, 2:2).
The Torah reading of ‘If you will have children and grandchildren, and you will grow old in the land etc.’ (in Parshat Vaeschanan, Devarim 4:25) is a [projection to the future of the Jewish people. As Rashi explains: With this verse there is a] hint to the Jewish people, that they will be exiled (from the land of Israel) after 852 years, for this is the numerical value of the word Venoshantem (“And you will grow old”). G-d, however, exiled the Jewish people two year early, so that [the continuation of this projection] you will be eliminated speedily (v. 26) will not be materialized… It was really a kindness that G-d brought upon the Jewish people their Exile two years prematurely. By combining Matot and Masei, we ensure that the 9th of Av will fall in the week that the above reading is read [thus, hinting to the kindness in the destruction]. (Maharit ibid.)
The Rambam in Tefila 13:2 mentions that the Minhag is to read Bamidbar before Shavuot, Vetchannan after Tisha B'Av, Nitzavim before Rosh Hashana, and on a year with one Adar - Tzav before Pesach.

[1] Megilla 29b … for the people of the West, i.e., Eretz Yisrael, who complete the cycle of reading the Torah not in one year but in three years.
[2] The people of the East: the shaliaḥ tzibbur and the people read; the children of Eretz Yisrael: the people read a parashah and the shaliaḥ tzibbur s’darim. The people of the East: make Simḥat Torah every year; the children of Eretz Yisrael: for three and a half years. (88. 1938, Jerusalem :Mass Rubin ,החילוקים שבין אנשי מזרח ובני ארץ ישראל ,Margulies Mordecai) - The second part provides a valuable point of information that the Sequential Triennial Cycle lasted three and a half years, and not three. This could mean one of two things: 1) other references to three years were only approximate or 2) that in some places in times it was completed in three years and in others three and a half. There are also two possibilities for the meaning of three and a half itself: 1) the cycles were worked out to exactly three and a half years, which would allow two cycles to be completed in seven years (connecting to Deuteronomy)
[3] Rabbi Y’hoshua ben Leivi said, “I, in all my days, did not look within a book of homiletic literature, other than one time I looked and I found in it ‘175 parashiyyot in the Torah, speaking, saying, and commanding, corresponding to the years of Abraham, our father…’” (Talmud Y’rushalmi, Shabbat 16:1 16c) Therefore they fixed 175 s’darim in the Torah for each and every Shabbat as an eternal burnt-offering. [8] There is a certain amount of evidence in the Talmud which points to the fact that there existed at one time in Palestine the custom of reading the Book of Psalms in a Triennial Cycle on Sabbath afternoons, corresponding to the Triennial Cycle of the Pentateuch, which is mentioned definitely in the Talmud (Meg. 19a) and which has been established by the brilliant researches of Theodor and Biichler. The references are vague enough, but taken together they do point to the possibility. To give a few examples: In Kid. 33a, the Books of Psalms are called chumashim.
[9] The world (Adam) was created on Nisan 1 (Rosh Hashana 10b) according to R. Meir and R. Eleazar. According in to R. Eliezer (Rosh Hashana 8a) the world was created on Tishri 1. We read about the creation on the Shabbat closest to Adar 25 and Elul 25, which are the dates when God said, “Let there be light”..
